EFFINGHAM — The second talk in the “Illinois Speaks” series by Ryan Ervin takes place at 6 p.m. Thrusday in the Workman Room of the Effingham Public Library. This talk will focus on the Supreme Court and the Second Amendment: the challenge of replacing Justice Scalia and the fact that the court will likely hear a case on the merits of restricting a citizen’s right to bear arms. This series of talks has been made possible thanks to a grant from the Illinois Humanities Council.
